They're getting way too much privacy about their personal lives; why aren't people poking them with sticks to see what they do? If that doesn't get responses, why not try cornering them and then trying to frighten them with loud noises?
What about Tasers? Once you have both of them lying on the sidewalk, you can loom over them with video cameras and ask "Would you say that you feel more or less pain than this about what's happening? Does the Taser help you gauge that? If not, we'll try something else; just tell us. We want to help you clarify your feelings to everyone."
