That's rust, and the side of the locker is breaking.
All of the lockers are in bad condition. Even so, there is a waiting list to get a locker. It is hell to carry your things around with you all day; physically painful and emotionally debilitating.
Also; it makes it difficult to apply for work and housing when you're carrying your possessions in bags to meet with prospective employers and landlords.
